Adam focuses on representing public governmental entities such as local, city, and exempted village school districts, multi-county educational service centers, joint vocational school districts, and statewide educational associations.  From a central Ohio base, Adam works with clients from all geographic parts of Ohio and each of Ohio's urban centers.  Adam also has experience handling legal matters for public and private colleges and universities.  In 2007, he served as a loaned General Counsel for the Akron Public Schools.  He also has experience working with joint economic development districts, cities, villages, counties, and multi-county port authorities. Adam helps school districts reconfigure their educational operations to meet instructional and funding imperatives. He has extensive experience working with state and federal grants, budgets, and related issues.

As a former public school teacher, head coach and superintendent, Adam brings a unique understanding of educational operations at all levels to his public law practice.  Experienced in working with school districts across Ohio of every size, and instructional configuration; Adam helps school district leaders find legal solutions in matters relating to state funding, school facilities, state and federal grant applications and grant management, medical and prescription drug insurance contracts; school finance; tuition and residency; student transportation and student discipline; administrative and employee contracts; litigation defense; public employee discipline and termination, public employee labor negotiations and arbitrations; governmental relations; creation of economic development districts; public employee benefits; and risk management.  He is particularly versed in the legal aspects of charter and alternative schools and how these schools impact traditional public school district operations. 

Adam’s practice also includes military law and international law. He presently holds the rank of Major in the Army Reserve.  MAJ Miller is a U.S. Army Reserve Judge Advocate (JAG) and Civil Affairs Officer, a veteran of active military service in Operation Enduring Freedom as a HHD and Battalion Commander (FWD) in Bagram, Afghanistan.  MAJ Miller served as Command Judge Advocate for the 643rd Regional Support Group in Whitehall, Ohio.

Representative Experience

Mr. Miller's school law practice is statewide. A sample of recent matters includes:

  • Successfully assisted one Ohio school district with recovery of over $6.5 Million dollars in improper state payments to charter schools without resorting to litigation;
  • Obtained Rule 12(B)6 Dismissal in Brengheli,et al. v. Parma City School District;
  • Successfully negotiated six-figure savings for mid-size school district employee health insurance contract; 
  • Successfully helped 10 public districts start alternative schools, increasing district state and federal grant funding, bringing in over $3,000,000 in additional funding;
  • Helped one Ohio school district successfully start non-vocational single-gender instructional programs;     
  • Successfully argued against significant property tax reduction in value at Board of Tax Appeals on behalf of the Ohio Association of School Business Officials;
  • Only Ohio school lawyer in private practice with experience as Local Superintendent of Schools;
  • Former Deputy Director of Legal Services, Ohio School Boards Association; and
  • Loaned in-house counsel to Akron Public Schools, Acting General Counsel, Feb.- Dec. 2007.

Other experience includes:

  • Drafted Memorandum of Understanding for Science, Math and Technology School jointly sponsored by multiple governmental entities and a higher educational entity.
  • Successfully defended University latch key program in employment and children's services matters;
  • Successfully defended a private College in a credentialing dispute;
  • Drafted revised admissions policies and procedures protecting public and private higher education institutions;
  • Drafted service agreements among several higher educational institutions and urban school districts;
  • Helped federal contractors sucessfully resolve extensive compliance issues.
